How Is This Rating Determined?

NEEDS REMODELING, RENOVATIONS ASAP!!

Everything in the apartments is from the year it was built-1962 (kitchen cabinets, furnace, bathroom floors, door to the apt., etc). There is no counter space, no elevator. STAY FAR, FAR, AWAY!!! Don't let the pics of the outside fool you!!!
