How Is This Rating Determined?

Poorly Managed

I am a current resident at Providence Place in Salem, Oregon. I would not recommend this residence for anyone who is social, friendly, or energetic. There are few activities, and much tension between adversaries that apparently has carried on for years and adversely affects new people who wish to remain neutral in the face of individual power struggles.
The management is weak and biased. Mountains of paperwork appear on our doors weekly and monthly, but the endless rules and regulations are not...
fairly enforced.
I find it quite depressing to live in what on the exterior appears to be well maintained as a low-income housing property, but is dreary, reclusive and discriminatory on the inside.
There is a vacant overgrown lot immediately behind this building which is unsafe and unsanitary - clearly in violation of county regulations. Management will not address this problem, so residents have - with no results. The neighborhood in general could be described as undesirable.
