This property is managed by folks who obviously are just taking HUD's money and not really caring about the residents. They have a hard time keeping staff, maintenance people, etc. Elevator is not working for weeks at a time, 6 or 7 units ACs break down at the same time.... Phone calls normally go to answering service even if the front office is "staffed". They basically hang their hats on the fact that most of the residents do not know how to advocate for themselves.
